What tier villain would Emperor Palpetine/Darth Sidious be in the Marvel or DC world

The one thing that he has on anyone in Marvel is his patience. But with his powers, he's a notch below Marvel Girl - Phoenix'd up telekentic-telepath.

Dc I'd say around Darkseid

Sidious = Darkseid status. REAL sinister and effective and pure evil.

on a level of scheming and planning, yea I could see him being on that darkseid/doom tier, but in one on one combat I dont think hes as strong as those dudes.... but he is an insane fighter with the lightsaber along with being the MOST powerful darkside user of all time, or at least top 2



since this is canon im thinkin dude could solo a few members of the x-men/avengers if he was backed into a corner and serious but they would probably get him in the end
