I would say Black Panther, but it would be too close to Batman, and with no real gadgets. What we do know, is that the hero has to have some kind of abilities besides martial arts prowess. WB's Mad Max was very good at tackling this, while it did feel like a bare bones Arkham game, it still flourished since your transportation was a care that you could mod. With that being said, I'd probably hope they did a proper Batman Beyond game. Everybody wants Terry, plus that suit only got better with every game release.
