I just looked at that scene and it does show O-Dog being put into a police car at night. You can pause it and look in between the buildings and it will clearly show that it's nighttime.

Go to 1:30:35 of the video you posted and it shows O-Dog getting placed into a police car at night. So to me, that was when he tried to still the Maxima. But looking back on the scene when he was getitng put in the car he had on a white t-shirt under his shirt and when they tried to still the Maxima he didn't have the white undershirt. So I'm thinking it was a blooper that the director and editors miss.
