He has a bit more leeway this time and can strong arm the way Bush did his first term. He doesn't have to be cautious because of a re-election and repubs have to appeal since they know the demographics have changed as seen this election. The repubs know that if they stall him, or deny what the people want, they will lose the next election and their seat in 2 years.

Right now the peoples voice is strong as seen this week. And they're frightened for their jobs.
