No, such a request should not be used as just a threat, but should be followed up on immediately. Looks like there's a major misunderstanding, because I've never known any mod to 'straighten up' just because of a threat. Of course, most abusive mods I've known of were of the 'goes out with beers with the site owner' variety or 'fukking the site owner' variety.
