Nah, but for real I mostly blame the writing because it's super simple in this case: They are supposed to be funny. Period. That's the main job the writers have when it comes to them. Give them the jokes and one liners they need to make their gimmick work.
Don't misunderstand me. I don't think they're top tier performers on the mic or in the ring BUT we have seen that when given the right lines they can get the laughs and/or crowd reactions they're supposed to. Now, to be fair and keep it 100, the fact that that neither one of them has developed a clear character past the gimmick does them zero favors and also contributes to the struggle. I know you ride for Road Dogg and I don't have a problem giving credit where it's due, Smackdown been, to me at least, really good lately. But the promos they've given those girls have largely been awful, fam. And part of that is because WWE struggles with comedy in general. When they get it right it's awesome (points to Otis this past Monday or how over comedy got The Fashion Police over) but when they get it wrong, they get it way, way wrong (Jinder's jokes segment, Drake wetting himself) and that's across the board on both main roster shows and it is a long standing issue (remember Nattie's awful fart gimmick?). If these girls don't get jokes that land and one liners that pop they flop. Now, you can argue no performer should be *that* dependent on the writing and I would absolutely agree with you but... it doesn't change the fact that these two are. They don't have the ability to overcome and compensate for it if creative puts them in a hole. A lot of people on the roster can. They can't. And by now that's abundantly clear. The absolutely need good promos. They are dead in the water without them. And that brings me back to what I said in the beginning: They live and die by good writing.
