Julie was annoying, but had some big ass tittays.
Lyla and Tyra were too fine to be WOATs.
There were two characters up for the running of WOAT on that show. The first one: Santiago.
Horrible, worthless character. Got thrown in the bushes at the beginning of season 3, and good riddance. But as bad as he was, he's not the WOAT. The absolute, all time worst character on that show:

lol. outside of that fight scene, dude was wack. it was like he was trying too hard. he seemed more relaxed when he 1st appeared on the show in juvi hall.

He was in on it....That's why he asked Smash to let him know IMMEDIATELY if Waverly started acting weird. I guess she got sent away again because she was never seen nor mentioned after the finals episode of the last season
