I forgot all about Gantz. Haven't read it in so long. Some of the characters are definitely on some next level. If were counting manga then I think Hisoka from hunterxhunter is up despite his major flaw.

He was that dude in the OG Gundam, but now I'm watching Zeta Gundam for the first time (Just finished ep 35 ) and this dude's swag is on another level.

The way he backstabbed Garma was

Char stayed rocking the freshest gear, the fastest mobile suits, pulling the coldest women, serving the nastiest ether, etc.

This guy stayed rocking sunglasses INDOORS, IN SPACE with a sleeveless Thriller jacket, and no whats given.

Spike, Char, Lupin the Third, Mugen, and Team Urameshi are the most swagged out characters I can think of. Maybe Piccolo and Future Trunks as well.
