Yeah, I think so. Black people didn't really do all these tattoos till 2pac and Dennis Rodman. Tattoo culture is a white/Latino thing.

Tramp stamps and a few arm tattoos.

Lil Wayne and AI made it main stream for the general public.

Yeah, dudes have bought into revisionism. Pac's song/video for Old School name checks the rappers who he idolized as a kid./teen. Because of their lyrics, image, presence, "aura", etc

2pac has the '2pac' tattoo on his chest in the If My Homie Calls video which was released February 1992, before this cover.

But 2pac, Treach, Salt N Pepa were all running with each other in those days so it wouldn't surprise me if they got most of theirs around the same time. Can't really see Pac with any in the Trapped video though which was late '91 although it could've been the lighting/angle.
