This is turning into an incredible showdown between Congress and the Executive where an extremely rare bipartisan consensus is forming in the latter. Remember Congress can override Trump if they get a 2/3 majority ( I think?) on potential sanctions legislation.
This may in fact come to be an emblematic case that highlights the limits of Trumps ability’s to bypass both Congressional and institutional recommendations in foreign policy.
