Eh. It would be a hard stretch. I would say without a doubt Walter White IS the best character in the 2010 Decade as of now.
Jack Bauer in terms of 2000's
It all depends on what the world is going through. Jack Bauer was easily relational to the whole 9/11 scene.
Walter White represents the common man today, who resorts to crime when the man is keeping him down because America is very corrupt.
Usually the best TV characters have a ethos to the current times. Archie Bunker, Roseanne I can say as well. Ricky & Lucy comes to mind as well. Carl Winslow, George Jefferson, Uncle Phil & Will.

The breaking bad hype has reached a breaking point. There is no way he is the best character in Tv history. The main problem with breaking bad is it is suspense, thriller and action first before drama. As a result the depth of the character suffer.
