There are some well known actors from the 90's that can't afford security. Waka hasn't had a hit in over decade, he had to resort to reality TV to make a buck (reality TV "actors" don't get paid much) I seriously doubt Waka has the money to pay for his own personal security.

How you know he didn't do the reality show because he WANTED to get in to acting, not because he was hurting for money, you're using 9-5 logic because that what the average person has to do, it's easier to go do a random club show or birthday party for a big chunk of money than works 12 hours on a film set
you are so far down the mainstream marketing rabbit hole I don't even know if it's worth explaining, Lil Jon made "Turn Down For What" for EDM cacs well after his career in rap had died and he's probably made more money than he ever did off a rap song for it.
