I don't think you got the idea of the song.
And Waka flocka can rap, he fills the function of his music mostly for the club.
I don't know a lot of people that would rather listen to Nas in the club.

More than specific rappers or rap quality it was the overall game of everyone copying who is hot.
Everyone doing shyt to maximize their sales and not the music and also the core core elements of hiphop diminishing.

The only thing Waka Flocka would fall get prosecuted for (in nas hiphop is dead theory) is making dumb music, but he's making club shyt you usually don't go to the club to be smart.
