It's not cheating. The problem with CBA language in general is it's filled with non-specific legal jargon. It's impossible to cover everything, so when you're specific about one thing being against the guidelines but not another, having smart people on your team that can interpret CBA guidelines and understanding how to stretch them around to your advantage is invaluable. The league will probably address it during the next round of negotiations, but something else will slip through and be vulnerable to being manipulated.
