Socialism requires central planning, but not all acts of central planning count as socialism...Heavy central planning is communism, not socialism.
Since Venezuela wasn't gonna depend on heavy foreign investment (and therefore, influence), they had no choice but to rely on oil. It was the only resource they had to build their society quickly.

That said, i think it was ill advised policies from central planners that did them in.
