sounds like he's employing proxies/domain fronting to evade the ban. when russia tried banning telegram, they just started domain fronting using amazon, google and cloudflare asa way to evade sensors. russia ended up giving up because they they were interrupting so many critical industries like ecommerce, banking etc.
