This is how things work when the leader is not what is most important, but instead the organization & plan. You can kill the leader, but the organization will still be there and will just appoint a new leader to continue the program already established.
We should learn from this and conduct our business this way when it comes to working toward issues we want to resolve. The problem with seeking a savior is that it is immenently easy to take one out. As much as some say, "We must protect, said person!", the simple truth is that it is easy to eliminate a target when you want to. It is a lot harder to eliminate an organization with a plan that is in place no matter who the leader is, no matter how many leaders you eliminate.
