Well it's not just DC, they are trying to do the same thing in NY and CA, it passed in NY and was struck down

Isn't the black population in dc dwindling?

The democrats overall see Latinos as a way to secure their power locally and nationally that is why they are so gung ho on legal and illegal immigration, the consequences be dammed

DC isn’t a Black city anymore so it’s kind of whatever to me.

It’ll just be a bunch of undocumented Asians and Latinos voting for the same Dem candidates that would have won anyway.

nah im not but ive seen that kind of sentiment out in cali, a lot of black people have given up and move away, whats weird is how that happens in democratic controlled cities

Do you have proof of the part in bold because I bet you don't? Whether this is true or not, attempting to give representation to a group of people who pay do in fact pay into taxes is the correct thing to do. Not to mention, Latinos are pretty conservative, so you're not necessarily helping yourself by doing this.
