Most of the WWF stables were kinda mid if we're being honest. Two best stables ever are from NWA/WCW, Horsemen and NWO. I think it's cause WWF is a face territory and always has been. Can't have heels be too dominant for too long.

OG DX was probably their best

Nation and Corporation pre Ministry were winners. WWE is almost scared to being up the Nation..lol
