Gary Eugene is a thirty (30) year law enforcement veteran. He joined the City of North Miami Police Department in 2013 and was appointed to the position of Assistant Chief on December 28, 2015. As the Assistant Chief of the Field Operations Division, he oversees the Uniform Patrol Section --
Patrol Officers, Canine Unit, Honor Guard and Reserve Officer Program, and the Uniform Support Section --
Traffic Unit, Marine Patrol, and Police Service Aides.
Gary Eugene began his law enforcement career with the City of Miami Police Department in 1985. He spent the beginning of his career as a Detective, assigned to the Special Investigations Section. During his time in the Special Investigations Section, he worked in conjunction with numerous local, state, and federal law enforcement agencies, conducting numerous of long-term and short-term investigations. He received extensive investigative training by the Drug Enforcement Administration and the dignitary protection training by the United States Secret Service and the United States Department of State.
Through the years, Gary worked his way up the ranks becoming the first (1st) Haitian born Lieutenant within the City of Miami in 1996, serving in the Little Haiti community. He was later promoted to the rank of Captain, serving the Liberty City community. In 2003, he was appointed to the rank of Commander, overseeing the emergency operations of the Communications Section. Among his numerous responsibilities, he was tasked to prepare, review and calculate the Communications Section’s annual budget for the City of Miami Police Department and Fire Rescue Department.
During his law enforcement career with the City of Miami Police Department, Gary served as subject matter expert on Juvenile Gang Violence in Montreal, Canada, Port-au-Prince, Haiti and Kingston, Jamaica. Gary was appointed by former Governor of Florida Jeb Bush to the Governor’s Haiti Advisory Group as an advisor on police matters regarding the Haitian Government. Gary Eugene also represented numerous law enforcement agencies within Miami-Dade County as a member of the Racial Profiling Committee.
Gary has received numerous awards and commendations. Most notably, he received several citations from the United States Coast Guard for his outstanding services and acts of heroism during a seven-month period that he spent participating in Search & Rescue Operations throughout the Caribbean Sea.
Gary holds a Master’s Degree in Criminal Justice from Florida International University, a Bachelor’s Degree in Liberal Studies from Barry University, and an Associate’s Degree in Criminal Justice from Miami-Dade College. He is also a graduate of the prestigious Southern Police Institute (S.P.I.) in Louisville, Kentucky, and the Senior Management Institute for Police Executives (S.M.I.P.) at Harvard’s Kennedy School.
Gary Eugene is an active member of numerous professional organizations, including National Organization of Black Law Enforcement Executives (NOBLE), Miami-Dade County Association of Chiefs of Police and Haitian American Professionals Coalition.
