They state in the vid I watched that they ID'd his vehicle from a long way away with binoculors, then put a car on him.
So they were going to stop him regardless. They just waited til he went past a stop sign so they could put that in the paperwork.

cops are not people.
you shouldn't believe them or feel bad when they are snatched from this realm.
