I actually think that people in other countries (especially the US) will be more disturbed by the UK having a nonwhite Prime Minister.

To Brits, the left-center/left doesn't care that much about race, and much of the right (not all, but much) see people like Rishi as "one of the good ones."

It's like white Americans not having a big problem with Tim Scott or Clarence Thomas or someone like that.

I don’t think so. It is a word that is being much more commonly used by the youth without any real religious context, and so I‘d imagine that he’s just playing to that. Quite frankly, it looks rather silly.
