It's really up to you. If you never fukked with weights heavily, ever, then cut down until you can see your abs and you're at a low bodyfat percentage. From there, you can bulk up if you really want.
I only say that because when you decide to add or lose mass, you're making a serious commitment. You can't just say, "Ok, so today I'll eat in a surplus, but tomorrow I'll eat in a deficit." It's just an inefficient plan. You gotta go all the way with one or the other.
