I think the public is divided. Many of them have been influenced by these American preachers and their native Ugandan apprentices, like that "eat tha poopoo" pastor, but many also oppose this. The Americans realized they were losing the battle here, and that their extreme views wouldn't get made into laws, so they decided to go to Africa and make their authoritarian fantasies come true there instead by basically drafting this law for the Ugandans. Then when they came under criticism from native Ugandans and the rest of the world, they fell back and pretended they had nothing to do with it.
