Someone has to train Somalia's military.
This is one of the cases (like with Haiti) where I believe conscription across gender lines, with a robust outside-accountability regime of civilians, and a heavy national service commitment, would be absolutely necessary and would solve a massive amount of issues in regard to tribal fracturing that allows for militant groups to remain embedded in everyday life there.
I know the chances of that happening in the next few decades are near zero, but drastic measures need to be taken, and the AU isn't going to patch things up, neither is Mohamed's regime.
