Storyline wise he was on Smackdown and Paul Heyman was the general manager and was fukking with him everyweek pretty much telling him he'll make sure Benoit will never become champion. When Benoit won the Rumble the stipulation was "The winner will face the champion". Austin being Raw's Sheriff noticed that the stipulation never said which championship the rumble winner had to fight for... so Benoit used that loophole to jump ship to Raw to fight for their title.

Was that the start of the Royal rumble winner being able to choose which brand he wants to go to. Come to think of it, I think Benoit was the only person to switch brands after winning the rumble
