Can’t give him higher than a 7 only cause he was in the WWE from 97-99, but he was another guy over as shyt in a goat era, and basically over the entire time. His matches with HBK and The Rock/Mankind at Breakdown(?) were my favorites, and the Iron Circle match with Steve Blackman and Owen Hart were notable as well. Nice theme, standout legit gimmick, and transitioned pretty well from MMA to wrestling pretty well. He’s the main reason the WWE has continued to pillage MMA fighters over the years. He wasn’t very good at promos, but got his point across. Liked his inclusion in The Corporation and teaming with Bossman (though looking back I can’t remember why or how they teamed up).
I remember reading something saying that some PPV match with Undertaker was a test for him to be elevated to the main event, and apparently he failed. Just makes me want to watch that match really. I thought Shamrock could have done what Angle did later on. He had an entertaining feud with Jericho, but I remember them constantly making him look like a goof, especially on commentary. He went from being described as the “World’s Most Dangerous Man” to a guy “not all there” and even stupid. Lawler would be roasting him that’s the last feud I remember from Shamrock in the WWE, with Chris Jericho wearing a full hockey uniform in a first blood or cage match vs Shamrock he had nice run in TNA as well. Fond memories of Shamrock even though in retrospect he could have done more. Probably would have flourished vs Rey, Eddie, Angle, Benoit, Shelton, etc has he stuck around another 3 years.
Ehhh, not all guys who get the same scores are weighed the same. A 7 for Shamrock is based on basically 2 hot WWE years, and a 7 for HHH (the rating I gave him) is based on everything since 94, which includes probably 8-10 years of stagnation, bad matches and bad feuds.

He's hard to rank but if Sid got a consensus 7.09 and Triple H got a consensus 6.58 I can't give Ken Shamrock higher than a 6
