He checks every single box you’d need to be considered a 10 character/performer wise

First the op made the HBK evaluation biased. He should be at the minimum 9.8. AS for Ric. He is a 9.00 his legacy is cemented by HBK giving him the ultimate send off.

I've shyt on Flair heavily over the years, but it's pretty hard to give him less than 10. He got very comfortable having the same match with everyone particularly in the back half of his career, but regardless that formula ALWAYS worked for the crowds and always made his opponents look good, be they Hogan/Sting level or Brad Armstrong level guys. His in ring career in the late 70s/late 80s is full of classics with just about everyone who was anyone regardless of style.

As a promo guy he's obviously one of the true GOATs, overall entertainment value is unquestionably GOAT tier. No matter how trash WCW got, you could always count on Flair to go out there and be in the most entertaining segment of the night. Same with TNA. Dude was still going strong deep into his 50s, having a better career in WWE in 7 years in his 50s than most guys have their whole careers. Even into the 90s and 00s he was capable of greatness with the right guys. Somehow he's become a pop culture icon in the decade AFTER he retired, lived the gimmick his entire career, keeps cheating death, keeps racking up wives, lives his life like he knows he is never going to pay off his debts.

9 in the ring. His catalog is incredible, but his repetition and lack of convincing offense drop him a bit.
