I don't think you realize that when Bush came to power, the court had two liberals (Ginsburg and Breyer), four moderates (O'Connor, Kennedy, Stevens, and Souter), and three conservatives (Reinquist, Scalia, and Thomas). Some of the moderates were more liberal (Stevens and Souter) while one was more conservative (Kennedy) and O'Connor was basically in the middle. That caused power to be relatively evenly balanced, and conservatives couldn't act too far out of hand.
In 2006, Bush replaced one of the moderates with a hardcore conservative (Alito). That meant the swing vote shifted from a center moderate to a right-leaning moderate. At that point the Supreme Court more regularly began making foul pro-conservative opinions, like District of Columbia v. Heller, Citizens United v. FEC, Shelby County v. Holder, NFIB v. Sebelius, Connick v. Thompson, AT&T Mobility v. Concepcion, and Arizona Free Enterprise Club's Freedom Club PAC v. Bennet. These were all bad decisions that hurt Black Americans. However, because the swing vote was a "moderate" right-winger, they couldn't go full fascist. Probably the two worst, most effectual decisions were Citizens United (putting campaign finance in the hands of corporations) and Shelby County (killing half of the Voting Rights Act).
Obama was only able to replace the two liberal moderates with full-on liberals. Since the liberal moderates had almost entirely rebelled against the far-right direction of the court, that didn't effectively change much. The 5 conservatives still held the majority.
shyt went to hell after Trump because he replaced the moderate right-winger with a full-on right-winger AND replaced one of the liberals with another far-right vote. Now the court had 6 far-right votes (3 Trump, 2 Bush Jr., 1 Bush Sr.), meaning that liberals can't get a win unless they convince TWO right-wingers to switch sides. So even really far-right bullshyt gets through now. That's how they eliminated Affirmative Action, eliminated Roe v. Wade, pretty much decimated the remainder of the Voting Rights Act, upheld voter suppression tactics, knocked out NY's attempts at gun control, destroyed the Clean Air and Clean Water Acts, and so on. Even shyt that doesn't reach the Supreme Court is impacted, cause any random Trump fed judge can decide against it, and liberals won't appeal cause they know the Supreme Court will cement it into law. That's how you get the money for Black Farmers rejected and lose student loan relief.
Trump with a battery in his back + a compliant Supreme Court is a MUCH worse situation than Bush with a relatively neutral Supreme Court. That's one of many things you refuse to understand.
