Can someone explain to me why it matters whether or not Ukraine knew about the hold on funds? This question seems so irrelevant to me. The OMB says that holding funds is illegal. That's all that should matter, right?

There is no real legal basis but its important to the timeline of events and statements made by the Trump administration. Their defense is that the hold was a short term hold when the reality is, it was not and the Ukranians were aware because several of his surrogates delivered the message that it was being held pending investigation of the Bidens.
