Vindman ties quid pro quo directly to Mulvaney. He says before July phone call that Sondland said “this had been coordinated with the White House chief of staff Mick Mulvaney.” And “this” means conditioning a WH meeting that Ukraine sought on probes into Biden and 2016 elections

The Ukrainian Deputy Chief of Mission began asking about the aid holdup in mid-August 2019, before it was made public, Vindman testified, pouring cold water on Trump’s claim that there couldn’t have been a quid pro quo because the Ukrainians didn’t know aid was being withheld.
