Wouldn't say that just yet. I think there's a fair amount in motion... we kinda already know Reigns and Rollins (possibly Punk but I doubt it) is happening, Orton/Owens is happening, Jey/Gunther is on, the Charlotte match is likely gonna be with Stratton, this Jade Cargill story is gonna be part of it (it feels like a Bianca heel turn but I could be wrong), Finn and Dominik (although a lower card feud) has been brewing... there's another event in 3 weeks and then 7 more weeks until Mania after that... it'll probably be much more clear after the Chamber. I can't say it's lacking when it just "officially" started and it's still 10 weeks out. This is how it happens every year.
I'm confused on Bianca's role because if Rhea isn't defending against Iyo and it's against someone more high profile that's not Charlotte, I don't think it's Becky either- they just did that last year. Sure, they repeat matches sometimes but it doesn't feel like that's the case with them... it kinda only leaves Bianca. But then there's this Cargill storyline too...
I think they might have to do a multi-man match or something. I don't need the card to be locked in right now, but it's definitely more of a slow burn compared to last year. In January '24, we knew Roman/Cody and Rollins/Punk were the main events. This year, I was thinking Drew/Roman was a done deal but it looks like they don't know what they're doing with Drew at all. Punk is absolutely doing something with Reigns and/or Rollins, and whatever he does (triple threat from what I hear) will be the main event. I have to think Sami will factor into KO's plans for Mania if they don't go through with Orton.
Bayley/Roxanne is definitely happening, but now, I'm starting to wonder if they'll do it at Stand and Deliver. Bianca, Naomi, and Jade all have to get their story set up soon. If that's the case, they'll have to give Iyo the WrestleMania match. I don't see who else they can build up to face Rhea. Unless they swerve us and have someone like Alexa win the Chamber?
I never thought Roman/Drew was happening all the way down the line at Mania, that seemed to be something they were messing with heading toward the Rumble but they'd be on to something else by April. They're def. going with Orton and Owens- they did an injury angle with him and Owens, he's not legitimately on the shelf and he ain't skipping Mania, I doubt he's just gonna come back like nothing ever happened. Bayley/Roxanne will probably be done with by then if I had to guess, Stand & Deliver seems much more likely.
With Mania, most of the main shyt starts around the end of the year and the Rumble... the rest of it gets going about 6/7 weeks out. We're at the top of Feb and this show is at the end of April. The build still has a lot of time to build without throwing everything out there on TV right this minute.
