Well if Bianca and Naomi are to be ringside for that title match at Raw then I think all signs lead to Bianca.

I think it’ll be a triple threat match between IO, Bianca, and Rhea at Mania.

If you ask me who the odds-on favorite is, it's Bianca. She should win realistically. But they have a lot of work to do:

1. Bianca has to turn heel. They're not having three faces in a championship match.
2. Bianca and Naomi have to drop the belts, either before WrestleMania or at WrestleMania (maybe Bianca pulls double duty).
3. They have to pay off the "who attacked Jade" storyline. Either Bianca or Naomi did it, or they were both in on it. If they go through with it, Bianca is going to be in a title match that's outside of her storyline.
4. Rhea/Bianca is a huge money match. Even with Iyo, I don't think they'll want to have those two square off until it's one-on-one. That's a match they can do at SummerSlam or next year's WrestleMania.

If they're going to do a triple threat, it makes the most sense to have Liv win the Chamber. Bianca's been tag teaming for months, so if she wins, they have to go through all these hoops to justify her place in the match and she deserves better than that. The only way you can explain Rhea and Liv in the ring again is with a third person. This is their way out.

Whatever they do, it's all eyes on that title so hopefully it's something cool and logical. I feel like Charlotte/Tiffany is something that obviously a certain segment of fans will care about but a lot of people won't give a shyt who wins or loses it. It might be a decent match though, to be fair.

If Jade appears...that's a reveal episode which is more intriguing than the tag title situation. Someone has to play the vid exposing Naomi and Bianca. Bianca lying this outright is quite the character change since she usually dominates matches.

I just saw there's going to be a tag title match on Monday, so I definitely see where you're going with this. If they lose, that at least puts Bianca in a better place to win the Chamber. But there's a lot of fukkery they have to pull off over the next couple weeks because the buildup for Mania has been lackluster so far.

I think the build up is taking longer because one they are probably waiting for Chamber and two Mania is later than usual this year.

As for the justification, what you just said seems like the most likely scenario.
