Not when they know she’s willing to take seemingly significantly less just to work for the Fed. I say seemingly significantly less because why else would you cry over it?
If I know someone is willing to work for me for significantly less than market value I’m not offering them market value until I have reason to believe they’ll leave over money. In fact, I’ll do everything in my power to get them re-signed early at a lower rate before they even have a chance to increase their market value in the open market.

The issue with that is you're acting like once someone becomes a big star within WWE that they don't have leverage. She figures she'll end up making what she's worth in the end. She's betting on herself.
Is Vaquer the first big Latina star they've had? I know they got Zelina but they never really treated her like a big star. Can make a case for others that are Latina but they not really shown that way like I think Bayley and I think Bella Twins and AJ Lee. Guess we'll see how things go whenever Vaquer reaches the main roster.

Far as contract, guess it also depends on how it's structured. Do they get a certain cut of the merch? Guess it depends on who they are. Not sure how nxt works or if she even has merch. Not sure how long she signed for but they'll figure something out closer to it especially if she willing to stay and get paid the same. Things gonna be way different at that time.
