The first time Rock had Austin beat clean was at Wrestlemania 17

Triple H on the other hand had Austin beat clean almost 2 years before that and was only prevented due to Foley getting involved

He got Austin with the pedigree. At the time, no one had kicked out from this. He had Austin beat clean as a whistle.

All this shows is that Rock was bad about politicking. HHH as a heel and Austin as a face never did jobs around this time. They were always able convince Vince that Rock could "talk his heat back" after a job, heel or face. HHH always needed to win, win, and win again to keep his heat. HHH only really started getting heat after Foley put him over clean at both Royal Rumble and No Way Out 2000.
Even that wasn't enough bc Hunter talked Vince into letting him be the first heel to go over at WM by beating Rock in the weird horrible WM 2000 main. And then he went over Rock clean in the Iron Man match two PPvs later.
And remember Rock as a heel had to job the title to Foley in Jan 99 and always to Austin at Mania 99 and after.. He even jobbed to Big Show at No Way Out 2000 and on and on.
If I sound pissed off it's because WM 2000 was the first PPV I ever bought and the ending still pisses me off.

The sense was that it was really Vince who stopped the Rock from winning at Mania...the narrative was always Cripple H couldn't beat Rock, Taker, or Austin man to man. They used to complain about on the Net all the time back when the Net thought Cripple H was the best in 01. Lol.
