What do you want? A UN Resolution on acceptable conduct for comedians? Things like these require discretion. Nobody put any real pressure on him to apologize, not the government or the sponsors or anybody who could effect real consequences or apply any real pressure. Some people on Youtube who probably aren't even subscribers to Comedy Central complained and that's all it took to get an apology. Obviously that means he himself saw that it was in poor taste
