They thumb their noses at anything remotely legal. This smog is gonna cause a lot of long term health issues down the road but as long as they can go about their day relatively unscathed by the international community then who in power there cares? Just like I saw earlier that they opened a world of warcraft theme park with no permission from blizzard. It's hilarious and sad at the same time.
