Cats really Really REALLY gotta learn that just because you're a fan of some shyt, it's not the be all and end all.
It's like having local antenna television access and being a fan of the washington nationals.

Depending on how far into the manga/webcomic they base Garou off of, his power already crept into the top 5 of S rank
His character arc is pretty much about him pushing himself into difficult fights (some he loses) over time "breaking his limiter". This is the same process Saitama went through to make him OP. The implication is his ceiling is Saitama like strength which can hang with anyone on the list.
He's pretty much having a main character-like growth in powerups and in the manga he can already beat some of the top 5 hereos. Dude has already died like twice, fought while knocked out and has tanked some hellacious hits

The only reason Garou is alive is because people constantly let him off the hook. His infinite growth thing is cute but in another series he would've had his face ripped off and tossed into the stands several times over. Meh, you could say the same thing about Goku and sayian zenkai boostz. Coulda woulda shoulda, point is those L's turned Garou into a beast.
At this point folks aint letting him off the hook no more, the edward Scissorhands monster straight up killed him. He came back to life....just cause.

SF2 was fire. When that shyt came everyone was talking about it. That movie was aged like fine wine.
Ryu, Ken, M.Bison, Gouken, and Akuma together still ain't seeing Kenshiro. Let's not even bring in Toki or Raoh.
