Usually it's Jodeci over every R&B group, but TonyToniTone were unique as they were Bay Area soul.

Put it this way.
Jodeci for any group that had their hey day solely in the 90s.

Tony Toni Tone for any group that started in the 80s, but still maintained their heyday through the 90s.

Tony! Toni! Toné! is one of the most underrated R&B groups of all-time, they've made some absolutely classics and Raphael Saadiq is one of my favorite singers of all-time.

That said, Jodeci, especially if you consider what they did outside of the group.

Raphael Saadiq's stuff on his own vs what KCi and Jojo did on their own is a good debate. But remember the latter were part of and stood out great in their features and had more impact on the charts at their peak. Raphael Saadiq has some recent work with Solange that was real dope, but didn't chart the same.

If we're talking impact then remember Devante's mentorship for Timabaland, Missy, etc. and Swing Mob being what it was.
