Does not seem like a close or not close thing, but instead Chris Rock is a weirdo. Why would you tell your brother he is going to put you in a movie but never sets you up with or have someone from casting reach out to you before shooting? Why would you have someone not just the day of, but when shooting is about to start.

He does not owe him anything but it is odd given that he does not have any at least outward issues with his brother, but his mental issues may be a part of it:

My guess is Chris Rock thought some of his people would inform Tony...BUT that is your brother. The night before it starts you should call/text him or something.

That’s not true what he said about Eddie Murphy and Charlie, though. I remember Charlie was in Harlem nights. Haven’t really paid attention to movies that both Tony and Chris was in so I don’t know if they ever been in a movie together at all.
