I agree with some of your points but this is why I said it would need to be kept completely separate from AEW and probably be youtube only. ROH has been the undisputed #1 Independent wrestling promotion since it's inception for a reason (Up until covid). Even when TNA was at it's highest heights as the #2 promotion in America, ROH still provided things that people wanted to see and were able to create more future stars than WWE and TNA during those times tbh. Most of the roster of both companies got their start there. ROH had even passed TNA at one point as #2 in North America. It's a reason why Cody wanted it so bad. TK just needs to completely give up the reigns aside from funding.
He shouldn't have ever bought it unless it's just to own the library like everybody else that wanted it. COVID sped up the inevitable for a lot of things, this was always the future for ROH. Roxanne was always going to WWE, anybody WWE didn't want was always going to AEW.

Keep it separate, put it together, there wasn't/isn't any legitimate demand for ROH. The Kid™ can't convince enough people to watch AEW every week, how's he going to convince anybody to jump through hoops to watch a poorer version of AEW?

He bought it because he wanted a Vince/Shane moment with himself apparently. Announced it like anybody gave a shyt, now he's realizing it's just another sunk cost in a long line of many since he jumped in the business and justifies its existence by putting people he knows he doesn't on AEW TV on it

That's all ROH is, you could make the same argument for AEW, a way to get a wrestler's autograph on a napkin

NXT & AEW raping their talent is what killed ROH more than Covid.

Lyrical miracle dream matches with no build & unfunny white boy "humor" ain't gonna cut it.
Tony also needs to stop trying to force extremely niche Japanese wrestling on an American audience. It's cool to bring over Jushin Liger once every few years, but we don't need to see every western wrestler touch foreheads, trade forearms, and channel their fighting spirit. That's not what we do here. In America, good stories have always been what sold:
-JYD vs the Freebirds
-Dusty vs The Four Horsemen
-Tommy Dreamer vs Raven
-The Bloodline storyline
-The Mega Powers storyline

Tony was on the right track with MJF & Adam Cole, but he has now turned that into the Roddy Strong & Friends Comedy Hour.
If Tony shifts his focus to coherent, CONSISTENT, and captivating storylines, then I believe AEW can return to its glory days.
