Cody had a cold 2021 before coming in to WWE in 2022 and was main event over on day 1. If you believe most of TSC, Cody actually sucked in AEW and just instantly became good when returning to WWE also.

Yes his storylines were getting pushback in 2021 as a face and it was looking clear that the only option for him in AEW was going to be to turn heel. But at least half of TSC was convinced that he was not a good pro wrestler and wasn't in the top 15 best wrestlers in AEW at the end of 2021.

Revoultion is in 3 or 4 weeks and they’ll probably have a battle royal or a 4-way to determine the contender. Kamille and Athena are the only two people I can see challenging her and even that would be rushed.

You’re right. They should be doing more with them. I don’t blame Mercedes either because the Woman’s championship title scene is booked the same. No one has momentum in either division. For the most part every woman is in some kind of holding pattern until their number is called to fight for a title on a random show, example: Serena Deeb. From the little I’ve seen, the RoH women’s title picture is booked better than AEW’s.The men’s divisions aren’t much better than the women’s but that’s an another conversation
