Rappers and black people aren't the only ones to brag about their conquests, ALL MEN do this. This was a prime aspect of American masculinity for decades, why do you think the feminist movement came so strong over the past few decades. Overt sexuality predates Hiphop.The fact you focus strictly on rappers and not of the Hugh Hefner playboy lifestyle or the countless other cultural norms makes it seem like you have a problem with rappers too.


The reality of the situation is a black and white American culture difference mixed with karma. Black people and culture pride themselves on being authentic, straight forward, honest and upfront, white culture does not. White culture, especially mixed with Capitalism, has always been about taking advantage and opportunity, even at the detriment of others and lacking a sense of community, whereas black American culture has always been about community.


Not to take it off topic to a history lesson, but as this relates to this situation and sexual nature, white men in large numbers have always had a problem with not being in control and when it comes to sex and emotions, they can't stand it when women they deem as their property go outside of their realm of control. Particularly when it comes to something like sex because they know they can't compete with those black men on an equal playing field. This inferiority complex has been passed down from generations, what Hogan expressed is not unique, it's common among white men that lack strength of character.
