If we're making the Road Dogg comparison, then a Road Dogg who looks like a bodybuilder rather than a gas station employee, who can actually rap, and can work the WWE main event style well? Considering Road Dogg was over big despite how limited he was, Cena had the potential to be above Foley and HHH as the 3rd guy.

Cena now is a very safe babyface who is burdened with making his opponents look like stars. He needs to put over someone like CM Punk in promos, some fans already look at Punk and think "how is this guy a main eventer, I could probably kick his ass".
Facing somebody like Austin, he wouldn't need to do that, and honestly Cena with no filter, just trying to clown someone, would probably get the best of Austin on the mic.
