the designers of the road probably assumed nobody would be stupid enough to drive on the wrong side of the road. Also assumed drivers wouldnt ignore the loud horn and the other correctly lowered gaurdrail on the right side of the road.Wait shouldn’t the guardrail go down on both sides/still be down if a train was coming? The amount of money that would cost. You're talking about a tunnel that would have to have a weight bearing load of like 100 tonnes. Now multiply that with the number of train crossing per city. That's billions of dollars over city.
