Yep, he made many okigarch. But the biggest ones were there before him. "Small" oligarch are people like Abramovich, people with 10, 20 or 30 billions. But people with more were already there.
It's possible that he has that much money. But Putin only been in the game for 20 years and he's dealing with raw materials (oil and gas) only.
You have people that been in the game for generations dealing with banking, drug dealing all over the world, and stuffs like that. I'm sure you have people in China, the UK, and the US richer than him.
