The idea is that Pac kept himself around the underworld figures with hopes of converting them into revolutionaries. Whether that's what he was actually doing depends on how you see it. From face value though, Pac was in NY hung around underworld figures because he respected them. They turn on him then he goes to LA. In LA now, it's the same thing, hung around underworld figures. Crashes out for an underworld figure and that's that. If you watch the 17 year old clip of him, you'd know Pac was wise enough to learn from his mistakes, the question is why didn't he?
