With so much of the stuff of Austin vs. Rock being what defined WWF, have to say Austin vs. Bret was actually the more intense of the feuds. Rock was more charismatic, but Bret had that scowl to him that just basically said 'I don't like you'. Its hard for Rock to really have a deep hatred in a way in his promos, because there would always be jokes and punchlines.

With Bret, he wasn't about jokes. So it made this promo for Austin work, because it gave off the vibe of him not giving a shyt about Bret either.

Austin vs Bret was more intense because Austin was coming with a new energy not like anyone in WWF ever seen. The fact he was getting cheered for his vulgar and nasty disposition after everything Bret did and represented year in and year out for the people angered Bret to his core because it was not just Bret being disrespected as a wrestler or the face of the company he was being disrespected as a man and felt the crowd, Stone Cold, and WWF's embrace of Attitude spat on his career, his values, and the industry that was not just a job but a way of life for him and his family.

Both HBK and Bret saw the wind blowing differently in WWF; HBK embraced the change with DX yet Bret, not really known for being stubborn like HBK, stood in the middle of the ring and said fukk YA'LL.

Austin vs Rock also have opposing dichotomy but their feud boiled down to two alphas who both were talented and determined enough to be #1 in any other era colliding at the same time. This was the only time where that was true unlike other eras where either there's a clear pecking order (Savage, HBK, Orton, Punk) or for whatever reason didn't move further (Warrior).

You mention Austin/Rock was the only time but what about HBK/Bret? There wasn't a clear pecking order with them either.

IMO despite Vince's favoritism towards HBK I believe from Hogan leaving to about 97-98 Bret was the man in WWF. It's understated because his era bridged between Hogan and Austin.

IIRC HBK was #1 probably in the leadup to WM14 so late 97-early 98. I could be off but I don't think he was ever positioned as the man for a sustained period of time. Probably post WM12.
