They were pretty inefficient though. The latter group of solar panels that were developed prior to WWII are the modern ancestors of today's commercial solar panels.

The existing infrastructure for oil and coal power made it a lot easier to expand operation - unfortunately without independently developed infrastructure for solar power - there was a very low chance of fossil fuel dominance.

It also cannot be overlooked how vicious the fossil fuel industry was: global lobbying, private military, governmental control of actual military, bribery, outright massacres, etc.
