I don’t think they were funded by the CIA. Grant Cardone, EYL, and other “gurus” know that people want to get rich quickly. The average lower middle class/poor person saw all the money being made post Covid and wanted a piece of it so they started listening to anyone who seemed like they were knowledgeable in finance
